San Mateo County Library System came from the humble beginnings of a $12,000 brick building called “Library Hall” formed by the Ladies Guild of St. Matthews’s Episcopal Church. It now consists of 12 small to medium community libraries that serve the following cities and towns: Atherton, Belmont, Brisbane, East Palo Alto, Foster City, Half Moon Bay, Millbrae, Pacifica, Portola Valley, San Carlos, and Woodside. In addition the Library also serves the unincorporated areas of San Mateo County. These eleven cities and the County govern the Library though a joint exercise of powers (JPA) over library services.
The Peninsula Library System (PLS) is a consortium of 34 public and community college libraries working together with San Mateo County Library System to provide innovative and cost-effective service to its users. Founded in 1971, the system is funded primarily by member libraries. PLS also receives support from the state California Library Services Act funds, federal Library Services and Technology Act and local contracts for special services.
